Particulars of Organization functions and duties [Section 4(1) (b) (1)

  1. Aims and objectives of the Organization: -

 

                This section is a part of the Collectorate. The Estt. matter of both Gazetted and Non- Gazette staff are dealt in this section. The aim of the section is to regulate the service condition of the employees and also look after their welfare.

 

  1. Vision / Mission :-

 

  1. Brief history and back ground  for its establishment :-

The establishment section is an important section of the Collectorate. The main work of the section is to appoint and transfer the staff of Class III and Class IV of the Collectorate and so also its subordinate offices. Besides the above the following works are performed in this  section.

i)                    Pension cases of retired employees.

ii)                   Disciplinary action against the delinquents.

iii)                 Drawl of pay and other entitlements of the employees.

iv)                 Issue of distress certificate to the bereaved family of the deceased Govt. Servant.

v)                  Maintenance of service records of the employees viz. Service Book, Property statement, C.C.Rs.

vi)                 O.A. Cases relating to service matter / allegation against Govt. Servants and such other representations.

vii)               Audit & Inspection.

     4.   Organization Charts:-

            Diarist  --  Dealing Clerk  -----Head Clerk -------O.I.C.------A.D.M.-----Collector

5. Diarist :-  To diaries the letters received from other quarters and distribute the same        among the dealing assistants.

 

·           Dealing Clerk:- After receipt of the letters the dealing assistance immediately entered the same in their log books and filing the same for action within 3 days.

·           Head Clerk:-      The Head Clerk of the section scrutinize the files and gives his views /suggestion and submit the files to the Officer- in- Charge of the section on the same day.

·           O.I.C. of the section :- The O.I.C. of the section examine the suggestion / views of the Head Clerk with reference to the letters  at his level and endorse the file to the A.D.M. / Collector for orders

·           A.D.M.:-         After endorsements of files made by O.I.C.,  the A.D.M. disposes the files at his level or if he so feels endorse the same to the Collector for disposal at that level.

·           Collector:-      The Collector passed final orders on the contents of the letters.

6. Duties to be performed to achieve the mission:-

            For smooth management of the section the O.I.C. arrange the distribution of work among the staff to achieve better performances.
